Current Responsibilities

Debra Gallagher is a senior consultant and FEMA project leader for Marsh Risk Consulting’s Forensic Accounting and Claims Services (FACS) Practice. Based out of the Chicago office, Debra’s responsibilities include the coordination of all aspects of both insurance and FEMA claims including overall claim support, coordination of construction experts, evaluation of business personal property, incurred cost tracking and invoice examinations, and various other accounting analyses.


Debra joined Marsh Risk Consulting in 2006. She specializes in the management, preparation, and presentation of major insurance and FEMA claims which involves directing loss management and business recovery teams for clients to ensure favorable settlements. The services provided include managing all components of large complex property claims, coordinating property damage assessments, reviewing engineering evaluations, auditing of contractor invoices, and calculating inventory and contents damages. Debra has claims management and claims engineering experience in a wide range of industries including real estate, food processing, restaurant, wholesale distribution, education, medical research, retail, manufacturing, steel, carpet and textile, laundry, healthcare, service, mining, automotive, and hospitality. Debra’s specialty is in managing the complexities of public entity claims involving insurance and FEMA.

Since 1994, Debra has prepared expert reports on behalf of the policyholder under alternative dispute resolution proceedings including appraisals, mediation, and litigation. She has participated in depositions to support claim calculations, examination of invoices, and other activities to support other circumstances submitted on behalf of the policyholder. Debra has also testified in Federal Court. Debra has experience working in catastrophic environments including Tropical Storm Allison (2001), the World Trade Center disaster (2001), Hurricanes Bonnie, Charlie, Frances, Ivan, and Jeanne (2004), Hurricanes Katrina and Wilma (2005), the flooding in the Midwest U.S. (2008), Hurricane Ike (2008), and Hurricane Irene (2011).
